Report Unauthorized Holding

Poster No. 66. Issued by the Office of Civic Digestion, circa 1949, and posted at reporting boxes, transit stops, and stairwell landings throughout the retention-enforcement season. The accompanying guidance defined holding as any contribution knowingly withheld from the grid; the poster itself named no penalty, which contemporaries found more effective than one.
