A plunger is not a single invention but a family of them. Stripped of handle finish and packaging, the device performs one operation — it forms a vacuum against the trapway of a fixture and then collapses that vacuum to move a column of water — and the household market has arrived at seven structurally distinct ways to do it. The force-cup (control instrument). The bellows and the narrow flanges are the reasonable runners-up, in that order of raw capability; the air chamber is the correct answer to a specific and infrequent question; the disposable sheet and the concealed caddy are answers to questions that are not, strictly, about clearing the drain. A plunger is a device for forming a vacuum against a trapway and then collapsing it, and every meaningful difference between these seven products is a difference of opinion about how to collapse it. The Bureau's opinion is the one that seats itself before the argument starts.
